New Legislation in Rhode Island Opens Path to Justice for Survivors

A major change to Rhode Island sexual abuse law is expected to become official next week, creating new opportunities for survivors of childhood sexual abuse to seek justice against institutions that allegedly enabled, concealed, or failed to prevent abuse.
The Rhode Island General Assembly is poised to approve legislation establishing a two-year “revival window” for previously time-barred civil claims. Under the proposal, survivors will be able to file lawsuits against institutions, including Rhode Island churches, schools, youth organizations, and other entities, even if the statute of limitations has expired. The revival window will run from July 1, 2026, through June 30, 2028.
The legislation gained momentum following Rhode Island Attorney General Peter Neronha’s report detailing decades of clergy sexual abuse within the Diocese of Providence. The report identified dozens of credibly accused priests and hundreds of victims while concluding that church leaders often prioritized protecting the institution over protecting children.
Attorney General Neronha has publicly supported the legislation, describing it as an important opportunity for survivors who were previously denied access to the courts because of legal filing deadlines.
The bill has also received strong support from Rep. Carol McEntee, who has advocated for survivors and emphasized that the legislation extends beyond the Catholic Church. According to McEntee, the goal is to increase accountability for any institution that chooses to protect its reputation rather than report abuse and safeguard children.
Supporters believe the legislation will not only provide justice for survivors but also encourage organizations to adopt stronger child protection policies and reporting practices.
If signed into law by Governor Dan McKee, Rhode Island will join a growing number of states that have created revival windows for child sexual abuse claims, reflecting a nationwide effort to increase accountability and provide survivors with a meaningful opportunity to pursue justice.
